The Staff Council

The Staff Council represents the employees of Karlsruhe University of Applied Sciences. The legal basis in the is the State Staff Representation Act of Baden-Württemberg (Landespersonalvertretungsgesetz, LPVG). The Staff Council represents the groups of civil servants and employees. This does not include professors, guest lecturers, and part-time staff..

The members of the Staff Council are elected for a term of five years from the ranks of the employees they represent. The elections for the current term of office of the University Staff Council took place on July 2 and July 3, 2024; the following members were elected: John Christ (2nd chair) for the group of civil servants, and for the group of employees Tobias Ott (1st chair), Annette Radke (extended board), Christian Seitz (extended board), Jan Kupper, Martin Mandausch, Georg Reinhardt, Heike Borowski, Miriam Semling, Selattin Özcelik and Selma Janssen.

The Staff Council holds an annual staff meeting with all employees of the University. In addition to the work of the Staff Council, there is also the Representative for Employees with Disabilities.

Responsibilities

For the current election period, the staff council has set itself the following five areas of focus (contact persons listed first):

The legislator has given staff councils certain co-determination, participation and consultation rights in the State Staff Representation Act (LPVG) to exercise employee rights. One of the most important tasks of the staff council is to monitor the compliance with:

  • applicable laws and regulations,
  • collective agreements,
  • service agreements and other provisions that grant employees rights,
  • as well as receiving and forwarding suggestions and complaints from employees.

In addition, the Staff Council has co-determination, participation and consultation rights with regard to numerous measures taken by the department:

  • Hiring and pay groups
  • Non-temporary transfer of a job that has the job characteristics of a higher or lower salary or wage group
  • Classification to a pay group
  • Transfers
  • Redeployment
  • Terminations
  • Amendment of employment contracts
  • Additional agreements to employment contracts
  • Refusal or revocation of secondary employment
  • Continued employment beyond the age limit
  • Planning, designing and changing workplaces and work organization
  • Determining the content and scope of work
  • Modification of job descriptions
  • Working time regulations
  • Drawing up vacation plans (determining the timing of vacation if no agreement is reached between the parties involved)
  • Measures to prevent accidents at work, occupational accidents, occupational illnesses and other damage to health
  • Selection of participants for trainings
